Working with UPHEC's Board of Directors, Dr. Luoma, as CEO, is responsible for the overall direction of the Education Program as well as serving as Assistant Dean for Michigan State's College of Human Medicine Upper Peninsula Campus.

He has been with the residency program since 1982, after graduating from the Midland, Michigan, Family Practice Residency Program.

Dr. Luoma was born and raised in Calumet in Michigan's Upper Peninsula. He attended Michigan Technological University and graduated from the University of Michigan Medical School in 1979.

During his residency he served as chief resident and completed a Faculty Development Fellowship at Michigan State University. He is board certified in Family Practice, has a Certificate of Added Qualification in Geriatrics, and is certified in Addiction Medicine and Travel Medicine.

Dr. Luoma's clinical interests include preventive medicine and procedures including no scalpel vasectomies and skin surgeries. He directs travel medicine services, counseling and providing immunizations throughout the Upper Peninsula for international travelers. He has served as Chief-of-Staff at MGH and is also the Medical Director of Quality Management for the hospital.

He earned a Master's Degree in medical management from Tulane University in 2002. He completed extensive course work through the American College of Physicians Executives and has been recognized as a Certified Physician Executive by the A.C.P.E. In 2004 he completed a fellowship in medical informatics through the National Library of Medicine.

Married with three children, Dr. Luoma is very active in school, church and community activities and organizations. Dr. Luoma has presented regional and statewide programs on immunizations. He is a founding member of the AAMC Group on Regional Medical Campuses and serves as an MSU representative to the AMA Section on Medical Schools, and serves on MSU-CHM's Admissions Committee.

Other interests include travel, cooking, sports and flying.
