Dr. David Luoma is an Upper Peninsula native, a Family Physician since 1982, and has served as the Chief Executive Officer of the Upper Peninsula Health Education Corporation (UPHEC) since 2000. He is the Community Assistant Dean of Michigan State University College of Human Medicine (MSU-CHM) and oversees the management of the Marquette Family Medicine Residency Program in Marquette, Michigan.
Dr. Luoma attended Michigan Technological University in Houghton, Michigan and graduated as a Doctor of Medicine from the University of Michigan Medical School. He attended the Short-Term Family Medicine Faculty Development Program with the Office of Medical Education, Research and Development (OMERAD) at Michigan State University in East Lansing, Michigan. He completed his Family Medicine residency in Midland, Michigan. Dr. Luoma is a Certified Physician Executive and received a Masters in Medical Management degree from Tulane University.
Board certified by the American Board of Family Physicians, Dr. Luoma is a fellow of the American Academy of Family Physicians and holds a Certificate of Added Qualification in Geriatrics and was certified by the American Society of Addition Medicine. He also completed a fellowship in medical infomatics through the National Library of Medicine.
An Associate Professor of Family Practice with Michigan State University, he served as Medical Director of Quality Management for Marquette General Hospital for over 10 years. A developer and clinician for International Travel Medical Services at Family Care Doctors since 1998, he received his certification in Travel Health by the International Travel Society of Medicine.
With a passion for medicine, education and serving the community at the core of his work, Dr. Luoma has spent a great deal of his professional career working to expand healthcare delivery across the rural U.P. He was awarded the “Hometown Health Hero Award” by the Michigan Department of Community Health in 2009 for his efforts, and has developed an innovative rural curriculum for the U.P. Campus of MSU-CHM.
From 2003 to 2006, Dr. Luoma served as the Principal Investigator of an HRSA Grant for the development of Anticoagulation Clinics. Since 2007 he has served as Principal Investigator for a Post Partum Depression Study, as well as Co-Principal Investigator with Dr. James Surrell, M.D., FACS on Media Influence on Colorectal Cancer Screening. Dr. Luoma was the co-founder of the Northern Michigan Area Health Education Center in 2004.
Dr. Luoma is married with three children and enjoys travel, cooking, sports and flying.
